A fable (1).
Ms. Crabapple, a fifth-grade teacher, observes that whenever the soda machine in the hallway is broken, her students learn more quickly.
The School Board allocates its soda-machine income to computer purchases, because computers help students learn more quickly.
Ms. Crabapple tells her colleagues and Principal Skinner. They understand her very well, and some of them make similar observations.
How does Principal Skinner convey these observations to the School Board?
